First there s not much point in putting a layer of peel and stick over another layer of peel and stick.
You can apply peel and stick vinyl tiles to an existing floor without first putting down an underlayment if your current floor is in good condition.
If you have uneven tile hardwood or carpet start in the corner furthest from the door and lift the old flooring up with a pry bar.
You can install peel and stick directly on top of flat flooring such as laminate linoleum and concrete as long as it doesn t have any large holes or cracks.

But when covering suspected asbestos i really prefer some type of floating floor.

The one challenge would be finding an edge piece to cover the thickness of the old tile and the new layer of peel and stick tile.
